Russia has indicated it will allow a ceasefire prior to the signing of the agreement. This ceasefire would facilitate referendums on territories and elections, but Russia insists on maintaining control over the entire Donbas region, which includes the Donetsk and Luhansk areas.
Ukrainian President Volodymyr Zelensky is scheduled to meet with former President Donald Trump on December 28.
